There were some good actors in this which made it worth watching until the end. However, the plot seemed to be more espionage oriented at the outset only to later become a high-level drug bust. At the end, it appears the mission has been accomplished but the goal was more intricate than you thought. Since this was never even hinted at it left you very confused and disappointed at the conclusion.
